As a Program Development Officer (PDO), you will be given the opportunity to be responsible for all aspects of Samaritan’s Purse Dominica's grant portfolio, including assessments, grant writing, program design, program monitoring, and program evaluation. The PDO will also manage donor relations with various government and agencies as well as manage Samaritan's Purse involvement in all in country coordination mechanisms.

The job:

    • Liaise between Samaritan's Purse and Governmental/Non Governmental authorities for collaborative programming on behalf of Samaritan’s Purse.
    • Design and implement Samaritan's Purse’s coordination strategy, including developing relationships with key partner agencies and participating in applicable coordination mechanisms (i.e. Cluster meetings).
    • Monitor and be aware of upcoming agency "calls for proposals" and proactively inform the Country Director (CD) of upcoming opportunities.
    • Write concept papers, proposals, and project summaries in support of the CD, as well as develop proposal budgets, project timelines and logs frames.
    • Monitor and evaluate the implementation of quarterly program activities.
    • Coordinate assessments and conduct field visits in order to collect and verify data.
    • Analyze data and background materials in order to provide guidance and support to Program Managers and key decision makers.
    • Develop and utilize tools, templates and work processes that result in streamlined and efficient proposal teamwork.  
    • Keep the CD informed of project status, information, needs, and concerns. 
    • Provide and maintain a monthly project tracking and status report on all assigned programs, projects, and initiatives.
    • Attend daily morning devotions and participate in prayer support for the ministry, its donors and volunteers.
    • Maintain a strong Christian witness to colleagues, vendors, charitable beneficiaries, and the general public.
    • Assess, manage, and report critical physical, emotional, or spiritual concerns of supervised staff.

    The requirements:

    • Bachelor's degree (BA) from four-year college or university; or three to five years’ related experience and/or training; or equivalent combination of education and experience.
    • Twelve credit hours of college-level Biblical studies strongly preferred. 
    • Experience working for an international NGO strongly preferred.
    • 3 years experience in grants/contracts management.
    • Ability to understand financial reports and analyze financial variances.
    • Ability to coordinate both financial and programmatic functions of grant management.
    • Field experience in the implementation of relief and development programming.
    • Proven experience in database development and management.
    • Strong quantitative and qualitative data analysis skills.
    • Ability to develop and carry out work plans and solve problems independently.
    • Strong writing and presentation skills.
    • Previous experience working overseas.
    • Excellent knowledge of computer applications, in particular proficiency required in SPSS or equivalent, MS Word, MS Excel and Power Point.
    • Technical writing skills including developing proposals, training/instruction manuals, and reports.
