We are hiring a Program Development Officer located in Phnom Penh, Cambodia. The Program Development Officer (PDO) primarily focuses on the pursuit, development, and implementation of programs and grant proposals in Cambodia.  The incumbent consults on processes related to program and grant proposals to include writing, editing, reporting, and the compilation of lessons learned. In addition, the PDO provides technical assistance to Samaritans Purse field offices in Cambodia during the project cycle and close-out process. 

A day in the life of a PDO:

In the role of PDO you will have the opportunity to: 

  • Maintain your personal relationship with Jesus Christ and be an effective witness for Him.
  • Work with the Country Director and Deputy Country Director, Program Managers, and their staff to develop future programming and write proposals for the office using current Samaritans Purse program models. Writes proposals and budgets in conjunction with Program Managers and staff writers, when possible, and leads the process when a Program Manager has not yet been identified. 
  • Assist Monitoring and Evaluation Manager, as necessary, in program implementation, including developing assessments, baselines, budgets, monitoring and evaluation systems, reporting and close-out.
  • Directly supervise 2 non-supervisory employees. Carry out supervisory responsibilities in accordance with Samaritans Purse policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
  • Build capacity of the field office in general program development skills, behavior change communication, and quantitative and qualitative monitoring and evaluation skills.
  • Build and cultivate relationships on behalf of Samaritans Purse with bilateral donors, International Non-Governmental Organizations, Affiliate offices, and other agencies within Cambodia as well as across Asia.
  • Represent Samaritans Purse Cambodia in relevant UN cluster meetings and other donor meetings.
  • In conjunction with the Finance Manager, update Program Managers and Technical Advisors regarding grant-related rules and regulations and encourages participation in donor meetings and conferences. 
  • Ensure high-quality field drafts are produced in-line with timetables that allow for the input/review by the RPDO, Technical Advisors, Finance Department, and other relevant parties.
  • Serve as the point-of-contact and liaison between the country office and headquarters on communication-related matters and content.
  • Serve on the Disaster Area Response Team as needed. 
  • Support the Asia region as necessary with surge capacity or multi-country proposals
  • 5% of time in contact with Samaritans Purse beneficiaries (children, young adults, adults at risk) promoting and safeguarding their welfare within the context of Samaritans Purse operations. 
  • Follow policies and procedures of Samaritans Purse as set forth in the Policy Manual.
  • Attend daily morning devotions and participate in prayer support for the ministry, donors, and volunteers.
  • Maintain a strong Christian witness to colleagues, volunteers, vendors, charitable beneficiaries, and the general public within the workplace, in the community, and before the general public.
  • Reflect Godly character by conducting activities in a manner consistent with the Mission Statement, Statement of Faith, Christian Code of Conduct, Statement of Fidelity to the Holy Scriptures and Distinct Objectives.
  • Other duties may be assigned that are not specifically identified within the content of the job description.

Qualifications & Experience

  • Masters degree in International Development, Intercultural Studies or a related field preferred; Experience in successful grant writing is a plus with minimum of three (3) years experience working in program management and in a cross-cultural context and field experience in the implementation of relief and development programming; or equivalent combination of education and experience. Twelve credit hours of college-level Biblical studies strongly preferred.
  • Technical writing skills including developing proposals, training/instruction manuals, monitoring and evaluation and reports.
  • Ability to communicate in Khmer for meetings with public and cluster groups is an asset but not required.
  • Ability to work cross-culturally with people from a variety of backgrounds. 
  • Working knowledge of the grant submission processes of major donors such but not limited to the UN, CIDA, DFID and USAID, PADF, etc. 
  • Strong written and verbal English is required.
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. 
  • Ability to write reports, proposals, and business correspondence. 
  • Ability to effectively present information and respond to questions from groups of managers, donors, and the general public.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
